Scott J. Tepper
Mr. Tepper is of counsel to the Firm and was previously the founding partner of Garfield, Tepper & Raskin in 1975. He has significant experience in real estate, business and entertainment litigation and alternate dispute resolution and has prosecuted a number of successful class and mass actions. Mr. Tepper served as a judge pro tem in the Malibu Justice Court from 1972 to 1974 and has lectured at Loyola, USC and UCLA Law Schools and for the Practising Law Institute. In his 52 years of practice his lawsuits have led to 25 published opinions, including four cases before the United States Supreme Court and one case before the California Supreme Court. His cases have made new law in such diverse areas as Selective Service, Military, Veterans’ and Administrative law early in his career, and Partnership, Interpleader, Tort and Real Property law more recently. In 2017 the decision in Fulle v. Kanani (2017) 7 Cal.App.5th 1305, 212 Cal.Rptr.3d 920 expanded the rights of homeowners in trespass to timber cases. During the 2012 election cycle, Mr. Tepper represented President Barack Obama in “birther” litigation and was the only non-DOJ Attorney representing President Obama in Federal court. Mr. Tepper received his Bachelor's degree with honors from the University of California, Los Angeles in 1967 and his Juris Doctor degree from Harvard Law School in 1971. He is admitted to all California state and Federal courts, the U.S. Court of Claims, the Ninth Circuit Court of Appeals and the U.S. Supreme Court.
